Khandker Mosharraf Hossain was elected Member of Parliament (MP) for second consecutive term from Faridpur-3 constituency in 10th National Parliamentary Election held on January 05,2014. He took oath for second time as Minister for the Ministry of Expatriate Welfare and Overseas Employment on 12 January 2014.

Khandker Mosharraf Hossain, MP was given the charge of the Ministry of Local Government,Rural Development and Cooperatives on 09 July 2015.

Earlier he was elected the Member of Parliament from Faridpur-3 constituency on 29 December,2008 and got the charges of the Ministry of Labour and Employment and the Ministry of Expatriates' Welfare and Overseas Employment. He was in charge of the Ministry of Expatriates' Welfare and Overseas Employment and the Ministry of Labour and Employment in election time cabinet in 2013.

Mr Hossain was born in 1942 in Faridpur. He obtained his Engineering (Civil) degree from the Bangladesh University of Engineering and Technology (BUET), Dhaka in 1963. He did his Masters in Engineering from the Strathclyde University of the United Kingdom in 1974.

Mr Hossain was the first Chief Engineer of Rural Works’ Programme in Bangladesh. The programme was undertaken by the then Bangladesh Government to construct rural infrastructure and generate rural employment. From 1973-80 he worked as the Project Director of this programme. He held many senior positions in the Government of Bangladesh and United Nations bodies. His contribution to the establishment of Local Government Engineering Department (LGED) in Bangladesh is widely recognized.

Khandker Mosharraf Hossain, MP has addressed numerous seminars and workshops in many countries of the world. He joined Bangladesh University of Engineering and Technology as a ‘Visiting Professor’ in 1980. He worked as the Chief Technical Consultant of the International Labour Organisation (ILO) in Sierra Leone (1980-89) and Uganda (1989-90).

Mr Hossain was a leading participant in two successful meetings with Her Royal Highness Queen Elizabeth in relation to upholding the rights of Expatriate Bangladeshis in the UK.

Mr Hossain was former President of Bangladesh Chamber of Industries (BCI), a post he held successively for two terms. He is the current Chairman of Faridpur Division and Padma Bridge Implementation Committee. He was also the President of Bangladesh Association in Glasgow, Scotland. He was the president of Dhaka Uttara Club. He is also involved with different sociocultural and educational institutions.

He received Journalist Association Award for his outstanding contribution to the trade and industrial sector of Bangladesh. Khandker Mosharraf Hossain, MP was awarded as 'Best Student' by the Government Rajendra College, Faridpur. He also received Institution of Engineers, Bangladesh (IEB) Gold Medal in 2010 as 'Best Engineer'. 

Khandker Mosharraf Hossain, MP was the President of International Labour  Conference from June 2009 to June 2010. He was President of Colombo Process, a forum of 11 Asian labour sending countries. The 4th Ministerial Consultation of Colombo Process was held in Dhaka from 19-21, April 2011 under his Chairmanship.

Under his able leadership, the Ministry of Local Government, Rural Development and Cooperatives is working relentlessly to ensure the betterment of standard of life of the common people of Bangladesh.

Mr. Abdul Malek, Secretary, Local Government Division, Ministry of Local Government, Rural Development and Co-Operatives, Government of Bangladesh Joined on 01 March 2015.

A member of BCS (Administration) 1984 Batch, Mr. Malek has a long and illustrious career in civil service marking diversified experience of working both at field and policy levels.  He worked in different positions of field Administration in Bogra, Sirajgonj, Rajshahi, Jamalpur, Mymensingh, Rangpur, Magura and Khulna Districts. He served as Deputy Commissioner and District Magistrate of Comilla District. His experience covers working for Ministry of Public Administration, Ministry of Textiles, Bureau of Anti-Corruption, Ministry of Labour and Ministry of Land. He previously worked for Local Government Division both as Joint Secretary and Additional Secretary. Before joining the present position, he served as Private   Secretary-1 to Honorable Prime Minister Sheikh Hasina.

Mr. Malek obtained his BSS (Honours) and MSS in Public Administration from Dhaka University. He also completed LLB Degree. In his career, he participated in courses and seminars at different renowned international institutes like The Hague Institute of Local Governance, George Washington Institute of Public Policy, Harvard Kennedy School, Duke University of North Carolina etc.

He is the President of Bangladesh Administrative Service Association. He is also the President of Bangladesh Badminton Federation, a Syndicate member of Barisal University and Patuakhali Science and Technology University and a Senate member of National University of Bangladesh.
